Civilian Welfare Programs are established and operated to serve the needs and interests of all Federal employees on DOD installations. The Civilian Welfare Council (CWC) is funded with Non Appropriated Funds (NAF) received through the Post Restaurant Fund (PRF). The PRF is funded by the fees received from Sodexho for operation of the cafeterias on center. It is also funded from the income derived from the vending machines and sundry stores located through out the Defense Supply Center Columbus (DSCC).
The council consists of ten members that represent organizations from all over the center. The members of the CWC/PRF, although appointed from their respective Activities and serving as the voice of that specific population of employees represent the interests of all employees served by the Civilian Welfare Fund (CWF). It is incumbent upon all members of Council to represent the good of the entire serviced community. Council members who represent individual Activities should keep their Activity Head, and the employees of their Activity, up-to-date on Council information and programs. The council meets quarterly. At one meeting, usually spring, the council reviews all request for funding and sets the budget for the following fiscal year. Requests for funding are solicited beginning in early spring of each year for funding in the following fiscal year. (I.e. Spring 2007 for FY 2008 funding.)
The funds from the PRF are split, with part of the money being retained in the PRF to finance any maintenance and replacement of equipment and the balance funding the CWF. The CWF has a projected budget in FY2008 of approximately $102,000.
The CWF has funded such things as the Fun Fest, Holiday Party, Family Day at Kings Island, Discounted Ohio State Fair tickets, not to mention the support of the Armed Services Birthdays, Condolences Fund, Office/Directorate Picnics and Holiday parties.
